ISIS is selling oil as low as $20 per barrel in the kirkuk province of northern Iraq. According to the director of the Public Debt Department at the Finance Ministry, Muwafaq Taha Izz al-Din Al-Houri, ISIS has captured most part of Iraq's oldest oil refineries.
